Every time Pantone comes up with a new range, it means you're missing a lot of colours.
The only way you can make sure you are 100% covered is by having the latest range on the market.
As you can see in the picture, you are missing 294 colours if you have a pre-2016 Pantone range, and you are missing even more colours if you have an even older range.

By having the latest fan, you can be sure that you are not starting a large production run on the wrong colour base, and thus not ending up with a product or colour that does not match your desired result.
